Access of PCR Systems by Microfinance Institutions
Microfinance Institutions (MFIs) that provides small loans for borrowers play an essential role in the economic development of Afghanistan. PCR department of DAB attracted MFIs to access PCR systems for making confident decisions; establish their right of priority on movable collateral; decrease fraudulent loans; and increase access to finance. On August 24& 25, 2014 Public Credit Registry department organized a two days workshop on legal and functional frameworks of Credit Registry and Registry of Securing Charges on Movable Property for 60 participants from MFIs in Kabul Star hotel.
His Excellency Noorullah Delawari —Governor of Da Afghanistan Bank, appreciated the coordination of Afghanistan Microfinance Association with MFIs towards the organization of this workshop and huge participation of MFIs. H.E. assured that PCR will provide certain facilities to MFIs to access the systems easily. After that, Mr. Najibullah Samim Executive Director of AMA, stated that MFIs have engagement in 19 provinces of Afghanistan and advanced 7 billion Afghanis to more than 102 thousand borrowers up to December 2013. He added that our studies show 25 percent of our borrower’s obtained more than one loan, and only this regime can decrease fraudulent loans effectively. Later on, Mr. Nesar Ahmad Yosufzai, General Director of PCR Department, highlighted the importance of both systems to MFIs and ensured that PCR department is keen to provide any assistance in respect to effectively use the systems. He also thanked Harakat for continuously supporting PCR workshops and learning programs. Subsequently, practical sessions stared and continued for two days.
